【摘要】:ThisInternationalStandardspecifiesagenericmethodforthedeterminationandthereportingoftimeaveragedmassemissionsfromaspecificinstallation,orofafamilyofinstallations(orcommonsourcetype),usingdatacollectedbymeasurement,andbyestablishing:-massemissionratesbythesimultaneousmeasurementofconcentrationandgasflow,usingstandardizedmanualorcontinuousmethods,andalsotheestimationoftheuncertaintyofthemeasurement;-timeaveragedmassemissionratesusingtimeseriesofmassemissionratevalues,theiruncertaintycharacteristics,andalsothedeterminationoftheexpandeduncertaintyoftheaverage;-timeaveragedemissionsfactorsforaspecificinstallationorofafamilyofinstallationsandtheirassociateduncertaintycharacteristics;-aqualitymanagementsystemtoassisttheprocessofinventoryqualityassuranceandverification.ThisInternationalStandardisapplicabletodeterminingemissionsfactorsoremissionsreductionefficiency(bothsimultaneousandsequential)fromstationarysources,includingforemissionsfromindustrialprocesseswherecalculationfromfuelandrawmaterialisnotpractical,greenhousegases,andairpollutantsincludingfineparticulatematerial.Thisstandarddoesnotaddresscompliancemonitoringinthecontextofemissioncontrolregulations.ThisInternationalStandardrequirestheuseofmeasurementbasedmethodsandcalculation-basedmethodsthatusemeasurementdata.Itcoverstheplanningandexecutionofthemeasurementprogrammetocollectdata,selectionofsamplingmethods,calculationofresults,estimationofuncertainty,determinationofemissionsfactors,andthereportingofinformationinaformthatenablesuserstoapplythem.Thisstandardspecifieshowto:-generatetimeaveragedmassemissionsratedataofaknownquality,foradefinedperiodoftime,andadocumentedsetofoperationalconditions;-generatecompletedatasetsrepresentativeofaknowntimeperiod(i.e.acalendaryear)byfillinggapsinmassemissionsratedataseriesandcombiningdatasetsnumerically;NOTE:Timeseriesdatamaybeavailableforonlyalimitedelapsedperiod(i.e.weeks,months,oryears)andmaybeavailableonlyforadiscreteprocesswhereasinventoriesmaybenecessarywhichaverageoveradifferentperiod(i.e.foracalendaryear).-calculateemissionsfactorsforaknowntimeperiod;-calculatetimeaveragedemissionsfactorsofaknownqualityforaknownsourcetype.Themeasurementofemissionsfromvehicular,area,orfugitivesourcesisnotspecificallycovered.However,thestandardcanbeusedforquantificationofemissionsfactorsforthosesourcesprovidedthatmeasurementsofemissionsareavailable.ThisInternationalStandarddoesnotexplicitlyincludemeasurementproceduresthatarefullydescribedinthepublishedstandardsinthenormativereferencesorinthebibliography.Neitherdoesitprovideadviceonthegenerationofactivitystatistics.ThisInternationalstandardiscompatiblewithISO14064-1andISO14064-3.
